Is it muttar for a female (example: me) to touch a male (friend) in that manner? Fix his tie or collar? And is it okay for a male to allow a female (non-jewish saleslady) to touch him in such a manner when we go shopping?

I figure it must be okay, since the rabbi did so and the pics are publicly published – but i want to make sure because I am a shomeres negiah.

Thank you to all for lovely comments. Just to clarify. Before being presented to the Queen, we are briefed to protocal as one can imagine. As part of that a magnet is placed on the underside of the lapel, with a hook on the front side. ( no different to picture hook). All the Queen does is literally drops the pin at the back of medal on to the hook, she does NOT touch you steps back and engages you in a private and personal conversation. Indeed a special moment! I too believe that this is all the Rebbes doing.

And King Izgedar himself pulled it down to a more suitable position, and said to me, “It is written in regard to you, the Jewish nation, ‘You shall be to Me a kingdom of Priests and a holy nation.’” When I came and related the incident before Ameimar, he said to me, “[The Messianic prophecy] ‘And kings will be your foster-fathers’ was [partially fulfilled]… Read more »
