On the one hand, why weren’t these rules not put into place when the virus first started ? On the other hand, if it wasn’t safe then, why is it safe now ?

In Israel, the situation with Corona started off terrible and they were forced to close all the Shuls, but after a month and a half things starting to get much better Baruch Hashem, to the point that as of a few days ago there are no new cases. So as many places have opened up such as malls even, finally, the government has agreed to open up the Shuls with these guidelines.
