Many non-Lubavitchers get into the act at the Kotel and also help people put on Teffilin.
Another point is that chabad have bigger Batim and this one looks the standard size.

Its probably not his first time. Looks like it was wrapped by someone who knows what hes doing. Its not the chabad minhag either, maybe he put it on himself.
You can easily grow up a proud “Conservative/Reform” Jew in America and never have even heard of Tefillin. From strength to strength for Mark ( Moshe?) Levin IYH.
Look at the “SHIN” on the hand. That is Minhag Ashkenaz and the Litvish way of putting on Tefillin.
Did he really meet chabad? SInce when does chabad wrap Tefillin on someone Nusach Ashkenaz? Something seems fishy with this article.
