Here is the story.
Since good lubvatichers started walking up and down kingston with quarters, and every time they saw one of the NYPD thugs stealing from the parked cars (by way of ticket) they just walked ahead and dropped a little coin.

or maybe poor residents want a place to park their car and all the daveners are always filling up the spots!!!!

They’ll get us another way. And we can’t park anyway because of this construction, so what’s the difference? Free parking = no parking!

Based on my experience in the field of PI I conclude that what is missing from the photos is the NYC parking meters. Additionally my professional analysis is that the NYC will presumably install what I have uncovered is called a “muni-meter” – which in short is a device where you pay to park on the block.
