What is seen here is a minhag practiced by many Admorim in which they put the Tfillin on a bochur that is starting to put on Tefillin for the first time before their Bar-Mitzvah. It is done in most Chassidic circles, but is something that was never done in Chabad circles.
In the maariv newspaper where the Satmer Rebbe bashed Mivtza Tefillin.
