This picture is misleading. If there is no building to run into and you are in an open space during a siren, then this is what you do, according to the Home Front Command (pikud ha’oref):
Lie flat on your stomach.
Cover your head with both hands.
Stay that way during the siren and for ten minutes afterwards.
If there is a wall nearby, lie down beside it.
If you are in a car, get out and lie the way specifies above.
Don’t look around to satisfy curiosity, it can can be dangerous.
