ת makes sound “th”, no “s”, if that it will be “וסן” , and it is not correct.
So it should be as “w’thein Tal u’matar”

Eery Jew prays according to the tradition he received from his parents and his cheder. Listen to recordings of the Lubavitcher Rebbe. He pronounces a sov like a samech, and a tov like a tes. There is no letter that he pronouces “th”.
