When Moshiach comes. Can we send two kosher witnesses to see the exact time and day of the new moon? To create Rosh Chodesh and have only one day of Yom Tov?

You still need them to appear in front of Beis Din, be interrogated, and for Beis Din to declare Mekudash Hachodesh. What you need afterwards is for the news to be disseminated as quickly as possible, and yes, modern technology can enable that.

Anyway we'll have only one day of Yom tov then
