The mesivta was started in Vienna when the war in Ukraine started and a lot of the dnipro Jewish community moved there. Amongst the families that moved to Vienna are a bunch who had sons in the dnipro mesivta which had relocated to Düsseldorf Germany but the following year they decided to just open up their own.
Now having found the need to move to a better location, they moved to Hungary to a place just across the border with Austria.
Hence the title Austro-Hungarian yeshiva.
