Gov. Andrew Cuomo has extended the stay-at-home order for New York State until June 13 unless regions meet certain conditions.
That’s according to a new executive order issued late Thursday night.
The governor says five regions – Central New York, North Country, Finger Lakes, Southern Tier and Mohawk Valley – can begin Phase One of reopening Friday.
Cuomo says they’ve met the seven metrics required to start reopening, meaning construction work can resume and retailers can reopen with curbside or in-store pick-up only.
Earlier this week, the governor said New York City still needs to meet three more. Long Island and the Mid Hudson Valley are missing two.
Those benchmarks include a decline in the number of new hospitalizations and an increase in the total available hospital and ICU beds.
For a region to reopen, it must:
According to CDC guidelines, a region has to have at least 14 days of decline in total hospitalizations and deaths on a three day rolling average
Regions with few COVID-19 cases can not have 15 new cases or five deaths on a three day rolling average
A region must have fewer than two new COVID-19 patients per 100,000 residents per day
Hospitals can’t be filled to more than 70% capacity – including ICU beds – leaving 30% available in the event of a surge
All hospitals must have a 90 day stockpile of PPE
There must be 30 tests per 1,000 residents ready to go
Regions must have 30 contact tracers for every 100,000 residents, with additional tracers available based on the projected number of cases in the region
A risk/reward analysis of which businesses can reopen, with most essential businesses with lowest risk being prioritized
Phase 1: Construction, manufacturing and wholesale supply chain, select retail with curbside pickup
Phase 2: Professional services, finance and insurance, retail administrative support, real estate/rental leasing
Phase 3: Restaurants/food services, hotels/accommodations
Phase 4: Arts/entertainment/recreation/education
Businesses must adjust their practices to ensure a safe work environment and track cases
There will be a regional “control room” to monitor progress

This is insane. How can we contact our officials to let them know people are suffering, need to return to work and once again return to civilized life!!!
We can’t stay quarantined forever!!! It doesn’t mean everything opening at once to what it was, but to wait three more weeks is too much to ask.
So you send away the hospital ship and close the Javitz center hospital and then say there aren’t enough hospital beds? PUHLEEZ. There is something deeper going on here.

Not sure where you got that from. Says 6/13 pretty clearly.
Not that it makes a difference, given that everything is opening up regardless. People have stopped caring what this do-nothing says. The parks are full of people, lots of shops started opening back up.
Where does it say that other than The New York Post?
First it was about “flattening the curve” of new cases, to avoid overwhelming the medical facilities. We reached the height of that curve by the last week of April. We need a grass roots initiative to replace these power hungry liberal polititions. Everyone is so quite and sleeping so they can get away with it. Where are all the political activiyst politions, to rebell against the current corrupt liberal Governor. personally, i’d be afraid to go to crowded recreation areas, concert halls etc. but there should be a way to stagger the number of would-be shoppers seeking to shop at new york city businesses, big and small,that are bleeding to death and allow those businesses to reopen with necessary precautions. of course those that feel it’s too early to take this step could continue doing whatever they’re presently doing until they feel safe to go back to pre-carona life. as far as the politicians are concerned, the “progressive” Democrats would be delighted to continue the present state of affairs until… Read more »
