In the year 5746, the Rebbe addressed, among related items, the issue of vouchers, tax credits, and related items, calling for action while the “doors were still open”. There were political winds favoring such work. At that time, there were some Supreme Court Justices who opined that vouchers were illegal, some who felt that vouchers were non-bannable, and judges in-between, saying “depends”. The Supreme Court then moved rightward, and thence, sharply leftward, and then to the Right.
