I don’t know who decided that this is a chabad nigun . It is the Ruziner Bnei heichala and is a SLOW nigun. Even in chabad it was never sung fast.

It is listed in the link you gave as “Nigun HaMaggid.” That the Maggid composed it is not claimed. The claim over here that it was composed in the town of Kublitz could very well be based on a common error – that because a nigun is identified by a town that sung it often, that it was composed there. It is the same type of error that has occured to Reb Yaakov Mordechai’s nigun (no claim that he composed it, but he sang it often.)
