I think Rabbi Wilhelm is mistaken, or perhaps misspoke regarding hiring workers according “local custom” both the concept itself and the reasons for it. He says about 5 min into the video that when you hire a worker by day you can’t tell him to work 7 to 7 if the local custom is 9-5 because local custom has good reasons for it so that person will be able to work for a living not live in order to work.
