Yes, the letter referred to regarding the halachic requirement to study Chassidus is printed in THE LETTER AND THE SPIRIT.
This series – of the Rebbe’s English letters – was prepared by Rabbi Nissan Mindel for publication. He prepared enough letters to fill 10 volumes. We have printed four volumes to date, with volume five ready for print and volume six being prepared for print.
