Is it Muttar (allowed) or Chayav (Must)
I believe the Shulchan Oruch says one must take a haircut before a yom tov (and that is why you are not allowed to take a hair cut on chol hamoe’d as a kenas for not taking a haircut before yom tov)
Therefore, shouldn’t it be that we “must” take a haircut and not the wording of (mutar) “allowed”?
