This week, Devorah Halberstam, NYPD Honorary Commissioner of Community Affairs and an advocate against antisemitism and violence, was officially appointed as Chair of the newly created Board of Commissioners for the Mayor’s Office to Combat Antisemitism.
Her appointment was announced by Mayor Eric Adams‘ office, citing her “distinguished record of community leadership and advocacy,” and describing her as “an ideal candidate to serve in this critical role.”
The commission, launched on May 13, 2025, will provide oversight and guidance to the Mayor’s Office to Combat Antisemitism, launched by Mayor Eric Adams in response to the alarming surge in antisemitic hate crimes across the city.
Amid a climate where Jewish New Yorkers are increasingly targeted, the office serves as a central hub for monitoring, responding to, and preventing antisemitism throughout New York City. NYPD data shows that 54 percent of all reported hate crimes in 2024 targeted Jews, with that figure rising to 62 percent in the first quarter of 2025, prompting urgent action from City Hall.
To lead the new office, Mayor Adams appointed Moshe Davis as its first executive director. Davis, who joined the Adams administration in 2022 as Jewish liaison, has been instrumental in connecting the city’s nearly 1 million Jewish residents to municipal government and in founding the Mayor’s Jewish Advisory Council.
The Mayor’s Office to Combat Antisemitism will launch an inter-agency task force focused on combating antisemitism citywide. Its mandate includes tracking legal cases, advising on relevant legislation and executive actions, and ensuring that city-funded institutions and agencies do not tolerate antisemitic behavior in any form.
“As we continue to see the rising tide of antisemitism here at home and across the country, this moment calls for decisive action,” said Mayor Adams. “Antisemitism is an attack not only on Jewish New Yorkers but on the very idea of New York City as a place where people from all backgrounds can live together.”

Hello Mr Balberg, while you are respected for the work you do and have done, I personally think this is off. The Adams administration created a new department a while ago and before it was rolled out Im sure there was a lot to put into place. Ms Halberstam currently serves on a committee for hate crimes in general. She was now chosen as Executive Director of the Mayor’s Office to Combat Antisemitism because of her lenghty experience and working with and supporting law enforcement and passion for this subject matter.
