A rally is planned to be held in Brooklyn’s Crown Heights neighborhood on Thursday, and many residents are hoping that it doesn’t turn up racial tensions between black and Jewish residents.
The “Peaceful Rally for Troy McLeod” is scheduled to be held at noon in front of Bank of America at the intersection of Eastern Parkway and Kingston Avenue. It calls for “condemning the actions and uniting Brooklyn.”
McLeod, a black man who is wheelchair bound, got into an altercation with his Jewish neighbor Levi Kabakov back on Shabbos, March 29. Kabakov was walking with his children when McLeod approached him with his two unleashed – yet muzzled – dogs.
Footage shows the two arguing on Lincoln Place, Kabakov blaming McLeod for frightening his children. Kabakov then proceeded to physically attack McLeod and knock him out of his wheelchair onto the ground.
Kabakov, 30, was arraigned on March 30 and released without bail pending a court appearance on July 17. He is now facing charges of second-degree assault and aggravated menacing.
One Jewish neighbor said McLeod’s dogs have also frightened his children. “Despite my numerous, respectful requests for him to leash his dogs and be more considerate, Mr. McLeod has shown little regard for the safety and well-being of others. It has frequently appeared that he seems to take pleasure in the discomfort his dogs cause.”
He added, “On several occasions, I have attempted to address the issue calmly, but instead of cooperation, I have been met with verbal hostility from Mr. McLeod. There have been instances where he has deliberately blocked the entrance to my home, sitting in front of it with his dogs, adding to the distress.”
Despite possible justifications, Jewish community activists condemned Kabakov’s use of violence to resolve a neighborly issue.
Longtime activist Rabbi Chanina Sperlin wrote: “Nothing justifies assaulting a man in a wheelchair. The Crown Heights Jewish community and its leadership have condemned this incident in the strongest terms.
“Thank you to all the elected officials, community leaders, and clergy working tirelessly to de-escalate tensions and bring our community together. The Black and Jewish communities of Crown Heights live side by side in peace and harmony—and will continue to do so.”
In a joint statement, Rabbi Yaacov Behrman of the Jewish Future Alliance, and Rabbi Shmuel Rosenstein and Rabbi Zalman Friedman of the Crown Heights Jewish Community Council (CHJCC) wrote: “There is absolutely no justification for assaulting someone in a wheelchair—ever. The perpetrator has been arrested and charged.”
Thursday’s rally, organized by a local pastor, Rev. Kevin McCall, was initially planned to be held outside Lubavitch World Headquarters 770 Eastern Parkway. The flyer said McLeod was “Assaulted in a wheelchair by members of the Orthodox Jewish community.”
Behrman said that after reaching out to the organizers and bringing to their attention the inflammatory language and location, the flyer was changed and the rally’s location was moved to in front of the Bank of America.
“The messaging was reframed as a peace rally, and I was told that speakers will be calling for unity,” Behrman said. I absolutely condemn this act of violence — but we cannot allow it to be used as an excuse to promote antisemitism or fuel discrimination. I sincerely hope the organizers honor their commitments.”
According to reports, the NYPD will be on hand to ensure the rally remains peaceful and extra patrols will be around the neighborhood.

Pushing someone in a wheel chair is wrong. However, let’s face it. Anyone who has had issues with their neighbors knows that there’s no one to talk to in order to fix the issues. There’s no law against walking dogs on the sidewalk, but there IS a law against walking dogs unleashed on the sidewalk, which seems to have been the case here and indeed regularly with this individual.

True. But highly unlikely to end with any serious consequences. Even before this it was unlikely that they would arrest him. The max an arrest would lead to is a night in Jail. If that. According to NYC law NYC Health Code §161.05 Dogs must be restrained by a leash or chain no longer than 6 feet when in public areas (e.g., sidewalks, parks, streets). This applies regardless of how well-trained the dog is. Owners or handlers can be fined if their dog is off-leash in areas where it’s not permitted why is this not mentioned anywhere. So, one Jewish man gets into an altercation with a black person and suddenly there is a demonstration against the whole community! It was very loud and must have been heard by many others too, as it seemed to have brought many neighbors out of their homes to see what all the commotion was about. I don’t know if it was the man in the wheelchair who screamed it, or another man whom I’m told ran away when he heard the police were being called. We MUST make a counter protest! We cannot allow someone to terrorize the ENTIRE community, and then portrayed as the victim.
