Monadnock Development, CB Emmanuel Realty, and Equity Developers have announced the closing of a $256 million financing deal for the Utica Crescent Apartments project in East Flatbush, Brooklyn. This development, part of New York State’s Division of Housing and Community Renewal Vital Brooklyn Initiative, is set to transform an underutilized parking lot at 832 Rutland Road into a hub that offers affordable housing and commercial spaces and community spaces.
Designed by Bernheimer Architecture, Utica Crescent is expected to be completed by June 2026. It will feature two residential towers housing 322 affordable homes. The homes will be targeted at residents earning up to 80 percent of the area median income, with 89 to serve as supportive units designated for elderly seniors funded by the New York State Empire State Supportive Housing Initiative program.
Utica Crescent will include approximately 22,546 square feet of commercial space, 3,190 square feet of community facility space operated by Catholic Charities of Brooklyn and Queens, and an on-site healthcare center managed by the One Brooklyn Health System. Additional space will be allocated for the 67th Precinct Community Clergy Council. The project has been designed with residents’ well-being in mind, offering facilities like an indoor gym, outdoor courtyard, landscaped rooftop terraces, a laundry room, building-wide wireless internet, smart building technology, bike storage, an on-site grocery store, and parking.
This development is a part of the $1.4 billion Vital Brooklyn initiative, launched in March 2017, which aims to address various social, economic, and health disparities in Central Brooklyn. By focusing on multiple areas of improvement including affordable housing, Vital Brooklyn offers a comprehensive approach to revitalizing the community and enhancing the quality of life for its residents. Utica Crescent represents an important milestone for the initiative.

832 Rutland Rd / 568 Utica Ave will be 100% Homeless Shelter for illegal migrants.
That is why the catholic charity (known for placing illegal migrants) is having a huge processing center on the ground floor commercial space of this development.
In general all those wording of “Supportive Housing” is a nice way of saying housing for those exiting Rikers island and NYS prison on felony charges.
Someone should file a lawsuit against the city.
They dident even bother putting any white people in the rendering
Where does it say anything about homeless criminals and immigrants??
It’s for people earning anywhere from $26,000 a year to $150,000 a year and the rent is $700 a month to $3200 a month depending on income..income means working, not homeless crackheads like you want to say..
Not everyone can afford $5000 a month rent, maybe you can,or maybe you still living with Mom, don’t know your situation, but a building that’ll keep 300 or so family warm in the winter sounds better then a banded parking lot
Are these rentals or condos?
Pre construction? And where can we apply
My friend, you need to read between the lines of the wording NYC wrote that article.
It’s not for you. It’s only for people that have a rap sheet with over a dozen criminal arrests.
This crime development will destroy the neighborhood.
Shut it down. Protest. Sue.
Shut this down immediately. This is clearly a modern day takeover of criminals, mentally ill drug addicts, and outside opportunistic people with money/resources to recreate a new age plantation.
Everyone should get a shot at a second chance, and the the ability to get their own apartment, I don’t think it should be for the migrants coming to the city, it should be for all NYC residents seeking an affordable place to call home.
Is this jurisdiction under Brooklyn Community Board 9 or 17?
Why has the community board not done anything to try to stop this disastrous homeless shelter crime project?
This project was proposed and presented to the Brooklyn community board, Over 3 years ago under former Governor Cuomo.
These pictures make it look like it wil be nice etc.
Don’t be fooled, give it 1 week and all the homeless and ex cons will be loitering outside.
Heroin needles all over, and a new MTA bus route (that nobody in CH or on the community boards seems to want to oppose) on Albany Ave from EP thru Kan Tziva all the way south so the criminals don’t need to walk to much and it be known as the shelter mta bus route taking you thru Albany Ave (from/to Clarkson) passing thru in the heart of the Shchunah.
You are just wrong.
If someone is foolish enough to think that even 1 law abiding person with no criminal record will move in here, I have a bridge to sell you.
Same goes with the 681 Clarkson, 781 Clarkson, 329 Clarkson, 369 Clarkson, all for the shelters.
599 Utica Ave (Hotel turned Homeless shelter) across the street from this. Police responded every night to incidents there, including a large brawl last night shortly after midnight when all the drunken homeless were throwing glass bottles at passing vehicles shortly after new years.
“Equity Developers have announced the closing of a $256 million financing deal for the Utica Crescent Apartments”
Basically NYS NYC is giving them 256M to build two 12 floor buildings to be used as shelters.
Sanitize that which will become sakonas nefoshos mamosh.
Hashem help us.
Can we withdraw consent from being governed by our murderers? We are paying for this and it’s completely against our will.
Taxation without representation is theft plain and simple.
YOU want to do something about this? YOU got one last chance to send a WRITTEN OR EMAILED letter to the following address. BEFORE January 7 to [email protected] OR mail to

89 of the 329 units are for the “frail and elderly” which includes homeless from the shelters psych wards, jails as well as homeless seniors from nursing homes. So you could get lucky with all nursing home people, or you could get unlucky if Catholic Charities feeds from the 781 Clarkson Shelter. Catholic Charities went from getting 3190 sq feet to 19,000 square feet for their community facility in the March 2022 General Project Plan. FINAL-Modified-GPP-Utica-Crescent-Site-K.pdf (ny.gov) page 2 – last bullet point Mr. Kirk Goodrich ( Monaduck Development), not only is developing this, but is associated with the the homeless… Read more »
One big disaster for our children.
233 of the 329 units are affordable housing ( working people ) and they will share 30 on site parking spots with the 24,000 sq ft grocery store, meaning, there will be approximately 203 new units without parking which will have an impact on the local street parking with 200 units with no on site parking. Note Utica Crescent is only 1/2 of the development, the other part is Kingsbrook Estates which is coming next. Utica Crescent is the parking lot. Kingsbrook Estates will be the North Side of the Hospital that is being demolished that is west of E… Read more »

Utica crescent apartments project is a disaster in the making, it will destroy the family oriented black and Jewish community who are already struggling with no parking and too much crime, we don’t need more excons migrants and homeless taking away our badly needed resources, we come first this is our neighborhood our streets we pay taxes, and the apartments should go for local hardworking families needing a place to live.
