The letters you posted are in reference to the Israeli elections, which the Rebbe strongly encouraged people to vote in.
These are elections for a Zionist organization which the Rebbe specifically instructed people not to vote in.
The letters you referenced are all letters where the rebbe is talking about voting in Israeli government elections, I.E. Who will sit in the knesset.
The WZO elections are something else entirely, and I have yet to see a single indicator that the rebbe encouraged voting in it, and from what I have seen it looks like the rebbe would be very much against joining the WZO just in order to be able to vote.
