where is their home country’s embassy or consulate who should have entered a protest and demand for his immediate release instead of letting him languish in jail until he pays a bribe?

What does this mean there’s a time limit on the payment? If they don’t pay within 9 days then what happens? Also, is Chabad of Ukraine involved in this case?
