Why Do We Start Vesein Tal Umotor on December 5th?

Ask the Rabbi: Why this year do we begin saying "Vesein Tal Umotor Livracha" on December 5th and not December 4th as we usually do? Full Story

Based on the above “Every 100 years that is not divisible by 400 (e.g., 1800, 1900, 2100, 2200, etc.) is not a civil leap year, so vesein tal umotor moves ahead one day.”, does that mean that in a few thousand years (after numerous centuries pass that are not divisible by 400), Vesein tal umotor will begin much later, potentially moving all the way into the summer?
