As per Chabad.org

“On Rosh Chodesh and the final six days of Passover, two paragraphs1 are omitted. This is colloquially referred to as “Half Hallel.” When reciting Half Hallel, only the chazzan (leader) recites the blessings, and the congregation responds “amen.” When praying without a minyan, say the blessing even for Half Hallel.“

You have good reason to be confused. In Hayom Yom it states clearly that even in a Minyan, we say the bracha. The Rebbe Rashab said the bracha, but the FR said to no publicize. Eventually, the Rebbe publicized and made it SOP for Chabad.

Where in HaYom Yom does it say that?

Secondly, the official Kehos Siddur, davka says, that only the Chazzan says a Bracha, for Half Hallel.

Why do we say a Bracha?
