The person holding the handle of the car is Sgt. Epstein
He was a police officer with the 71st precinct. I guess he was there for security reasons. I remeber him from events in CH. When the rebbe cane down to the fair I was on a ferris weel with my brother and father! I remeber the excitement when the rebbe showed up unannounced.
