Rabbi Simpson and his wife Rebbetzin Simpson were sent by the Rebbe, as the first permanent Shluchim, to Brighton Beach, in 1970.
Rabbi Simpson received personal direction from the Rebbe for his Shlichus at the Chabad Oceanview Jewish Center of Brighton Beach.
