How come chodosh isn’t taken seriously in chabad
It’s a mitzvah in the Torah, after all.
If you ask “why don’t we keep it in practice outside Eretz Yisroel” – then that’s something else. The short answer is that the Bach holds that it doesn’t apply to grain grown by non-Jews outside Eretz Yisroel, and a tradition going back to the Baal Shem Tov says that we follow this opinion.
The talmidei habalshem tov did not either. The rishonim are matir it.
