Can a Shliach perform a wedding when the Kallah refuses to go to Mikvah before the wedding?
The Kolel L’horaah Ma’asis of Crown Heights, hosted the Rov, Shliach and author Rabbi Moshe Weiss of Sherman Oaks, California, for an in-depth Shiur on the question of whether a Shliach can perform a wedding for a couple when the Kallah refuses to go to Mikvah before the Chuppah.
The Kolel, headed by Rabbi Sholom Shuchat (Rosh Kolel), Rabbi Shraga Homnick (Sgan Rosh Kolel) and Rabbi Yosef Greenwald (Menahel), is studying Yuchsin and Kidushin this year, and the topic was of utmost relevance.

Can any frum Rabbi, including every shliach be a mesader kiddushin or do they have to be very learned in seder kiddushin?
