Regarding the question about a nosering, wondering why Rabbi Jacobson didn’t mention the idea of Das Yehudis? To the best of my knowledge, and perhaps Rabbi Jacobson can clarify, the idea is that the women in the community who are of Rebbetzin-like status determine what behavior and dress are appropriate. Their consensus has the status of Halacha. Additionally, the Rebbe guided Chabad schools who asked what their Tznius standards should be and the Rebbe responded, like Bais Yaakov. As far as I understand in those circles, noserings are not considered appropriate today.
