The Rebbe gave out singles after farbrengens & lines on Sundays, but there were times he gave individuals or mosdos, 10s, 20s of 100s for various inyanim.

since when does the rebbe give 100$s?

Something valuable which you don’t want to be used is also Muktza.

I thought the Rebbe gave people dollars to give for Tzedaka not our personal needs?

no monetory value ???

if he was desperate & stuck on a road in certain situations or for a great mitzvah that came his path i think he would use it. Also the rebbe did not give the dollar to save but to give to tzedaka, and many people could not afford to save every dollar they got from the rebbe.

So, based on this, would the dollar not be muktzeh on Shabbos and Yom Tov?

How does 'Yesh Lo' work?

Sorry, but the halachic principle really isn’t explained too clearly…

Is that why people say:

the rebbe’s dollar is not muktza on shabbos cos it has no monetary value?
