Rabbi Pinchos Vind, author of halachic publications on matters of interest and banking, recalled an interesting episode with a Lubavitcher in a recent interview.
Speaking to the Israeli “Achdus” journal, the rabbi mentioned that many questions he is asked during his lectures in Yeshuvos and communities about the topic that is not that known.
Vind said he was once asked by a Lubavitch bochur whether he can relay on the fact that he had in his possession a dollar he received from the Rebbe to borrow money from his friends.
(The term is called “Yesh Lo” – he has – and without anything of value he won’t not be able to borrow money.)
“I asked him,” Rabbi Vind recalls, “If he is ever in a need of a single dollar to pay-up would he be ready to use the one he got from the Rebbe?
“It was enough to look at the shocked face of the bochur to understand that such a thing would never cross his mind,” the rabbi concluded.
If so, Vind told the bochur, since this dollar bill is not considered by you as an active currency you would not be allowed to rely on it for financial exchange as borrowing.

The Rebbe gave out singles after farbrengens & lines on Sundays, but there were times he gave individuals or mosdos, 10s, 20s of 100s for various inyanim.

Something valuable which you don’t want to be used is also Muktza.
I thought the Rebbe gave people dollars to give for Tzedaka not our personal needs?
if he was desperate & stuck on a road in certain situations or for a great mitzvah that came his path i think he would use it. Also the rebbe did not give the dollar to save but to give to tzedaka, and many people could not afford to save every dollar they got from the rebbe.

So, based on this, would the dollar not be muktzeh on Shabbos and Yom Tov?
