Ahead of a critical hearing in the U.S. Superior Court in Washington, DC about the Chabad Seforim which are currently imprisoned in Russia, Rabbi Shlomo Cunin has an urgent request of all Chabad worldwide.
“Everyone needs to know most clearly that the Rebbe wants that all the holy Seforim, manuscripts
and articles only be in the library of our Rebbe in 770 בית רבינו שבבבל, not in any other place in the world (whether in a museum, etc.). The Rebbe has expressed this clearly numerous times both verbally (for example see the Sicha of ה׳ טבת ה׳תשנ״ב ) and in writing,” Rabbi Cunin writes.
Appearing in a video alongside his wife, Miriam, Rabbi Cunin recalls the mesiras nefesh his wife had while he spent years in Russia, working on trying to get the Seforim released.
With an important hearing set for tomorrow, Tuesday, Rabbi Cunin implores, “I ask, that in these days, each one of you increase in Torah, Tefillah, Tzedaka and in saying Tehillim; to ask and plead from Hashem – that finally all the holy Seforim, manuscripts and articles be immediately be returned to 770, Beis Rabbeinu Shebebavel. And along with the redemption of the Seforim, we will have – as the Rebbe promised – the redemption of each and every Yid.”
Today, Agudas Chasidei Chabad has submitted a request to the court, protesting an “absentia arrest” by the Russian government of Rabbi Shalom Dovber Levine, the director of Chabad’s library at its headquarters in Brooklyn, New York.
“Russia’s announcement is a cynical attempt to intimidate Chabad on the eve of this Court’s hearing on matters relating to discovery into Russian assets held in the United States,” they state in the document. “But neither Chabad nor Rabbi Levine will be intimidated,” they said.

Could someone explain to me the meaning of this case, considering that the Russian government does not follow US court rulings as a policy?
