They are policrmen, not soldiers, as you can see on their caps.

These are border police, in Hebrew ‘Mishmar HaGvul’ or ‘Magav’ for short. These young men are serving their regular army service in this unit.

They are actually called Mashmeret G’vul or Magav. Tho they’re not officially part of the IDF, they are still considered soldiers. Hence they’re able to do their service as a magav soldier.
