Reb Chaim means that you can get a chelek straight as a shevet and that type of chaluka Levi is not included or you can get a chelek as a shevet through being part of klal Yisroel. (Not as and individual person.)It’s still as a shevet but the kibush goes through Klal Yisroel to each shevet and in that Levi is like every other shevet. That’s why the posuk in yrchezkel still describes as Levi Echad …
