Whats the problem. These Chassidim work in public relations, this is what they do and its okay they join. They have relationships with these people.

Second attempt:
Have a public page, Where residents can post there concerns.
And council members can react informing what Is in their remit and whether they are able to address this issue as well as what progress is expected or can be expected.
This should be done by the community council. However, if not, we can provide it for them like many other things. They are busy voĺunteers and we can do something to help
