Rabbi Schapiro made mention of that letter. However, the famous letter is talking in regarding the day of the Yartzeit, one should place the Pa”N within the pages of a Ma’amar or a pamphlet (of sichos/letters) until it can be sent to the Ohel, but not in search of answers!! The Rebbe did, however, say to write to the Ohel and the Rebbe will find a way to respond, but he never said to go searching for responses!!
Rabbi schapiro took one Sicha when others say otherwise and more importantly you are not writing to a Sefer like a גורל you are writing to a Rebbe so what is quoting has no bearing on this situation and it works and many mashpiam and chasidim endorse it and it works with hundreds of thousands of miracles so the Rebbe accepted it. Throughout history, yidden always did it. Mordechai needed an answer, he went to yeshiva to get it. The rebbe and many others would send Tanya’s or memorom or seforim and people would get the answers. The Torah is the answers to all, Especially when it’s from The Rebbe. If you disagree, basically you don’t understand yiddishkeit. It could be much more elaborated on this way for direction. But anti’s and min believers won’t believe even if it hits them on the nose

1 important note is, that your writing to the Rebbe. The Rebbe has many ways to answer. Some people have the Rebbe come to them in dreams , but for sure placing in the Rebbes Igros s a correct way

The Rebbe NEVER said to write to the Igros and receive answers from him! This is a man-made הרגש made up by an individual in Israel.
The Rebbe did instruct to ask by ידידים מבינים רופא ידיד or go to the Ohel, This is the Rebbe’s answer.
No one is saying write to the igros. You write to the “Rebbe”
At the end of the day, it works.
