Question.

Dear Rabbi, thank you for posting. Here is my question: Too claim insurance money for somthing they never intended to insure, I would think, it’s stealing? Insurer commits to taking responsibility for said chometz in case of fire, not if your business parter messes you over. Please clarify

The bottom line is that the Insurer committed to taking responsibility for said chometz in case of fire. AND THERE WAS A FIRE! The insurer is 100% obligated by law to pay for the burnt chometz, and is only interested in paying the claim. They are not interested in the Halachic ramifications of permitting the yid to receive the legal claim.
