Seudas mitzvah when minors make a siyum - erev pesach

The Rogatchove Gaon in his responsa Dvinsk vol. 2 sim. 10 concludes that the Torah studied by ketanim is regarded as a mitzvah for them and their seudas siyum is a seudas mitzvah and exempts a bechor from fasting on erev pesach!

Because the siyumim are contrived to end then. But if this kid had really learned a mesechte or sefer of chumash or something else that was difficult at his level, and genuinely happened to finish it during the 9 days, without saving it up for that time, then I think it would be permitted to eat meat. The simcha of Torah has no connection with the chiyuv of learning. A woman can make a siyum too, and it’s a simcha.

I think what #1 is asking is, Is the siyyum by a child enough of a sudas mitzvato be allowed to eat meat. Regardless, lubavitchers don’t eta meat during the 9 days even when hearing a siyum.

What obligation do you have, that he is being motzi you in? His Torah is certainly valuable, indeed more valuable than yours — the world exists only thanks to the Torah of tinokos shel beis rabbon, hevel she’ein bo cheit. How many times did the Rebbe say that, and you still didn’t get it?! So when he finishes a masechte or seder or whatever it is that he finished, it’s a far greater simcha than when some adult polishes off Masechte Tomid, or even Pirkei Ovos!

Which chyiuv do you have to be yoitze exactly? This is a oiroho from the rebbe, and he would be more than happy with Tashba”r making syiumim, as what I understand.
