HaRav haChassid, Rabbi Avrohom Sender Nemtzov was a devoted Chossid and he was the one who jumped onto the table, made a Shehecheyanu and asked the Rebbe to say a Maamar. He was my Elter Zaidy A”H and is credited with having the Rebbe officially take on the Nissius.
