Problem is ....

The adult parents are the ones chatting and disturbing so naturally the children don’t get a sense of the Kedusha and sanctity and awe of a shul.

One important item to add on to this topic: kids should be trained to watch for the opportunity to say amein. By giving lolllys or crackers for saying amain not just for coming to shul.
