The Rebbe is writing in 1968, when life saving organ donations were exceedingly rare. B”H these donations are now common, and highly successful, which makes the halachic context different. Lubavitcher rabbonim now routinely encourage organ donation when appropriate. Corneal transplants remain more questionable.
