Thank you to all for lovely comments. Just to clarify. Before being presented to the Queen, we are briefed to protocal as one can imagine. As part of that a magnet is placed on the underside of the lapel, with a hook on the front side. ( no different to picture hook). All the Queen does is literally drops the pin at the back of medal on to the hook, she does NOT touch you steps back and engages you in a private and personal conversation. Indeed a special moment! I too believe that this is all the Rebbes doing.

Is it muttar for a female (example: me) to touch a male (friend) in that manner? Fix his tie or collar? And is it okay for a male to allow a female (non-jewish saleslady) to touch him in such a manner when we go shopping?

I figure it must be okay, since the rabbi did so and the pics are publicly published – but i want to make sure because I am a shomeres negiah.
