When someone asks it means they need. If you can’t give him a sandwich at least give him a dollar and spare his dignity.
the likelihood is that this poor young man is on drugs. it doesn’t make it less of a rachamanus, it makes it more. but giving him money or material aide can be the worst thing for him.
