It would be a safe, responsible thing to do, to simply look into it a bit more. Hebrew and English are only 2 languages out of many (yes, the 2 most commonly spoken ones in this area, aside for yiddish, but i don’t think this guy speaks that either!). With so many guests here for Tishrei, I’m sure it wouldn’t take too long to find someone who speaks French, Spanish, Portuguese or Russian, who’d be willing to talk to the guy for a few minutes. Think it through, you can do it? He doesn’t speak English? Is he faking itto try to get out of answering questions? Does he speak Spanish or Arabic? Somebody needs to ask him what the heck he thinks he’s doing in a language he understands!

Paranoid people and skeptics have higher survival rates…the naive and trusting on the other hand…not so good.
Having a guy “who doesnt understand any language” taking extensive video coverage in Crown Heights is a red flag – that at very least should be investigated. If it turns out to be innocuous, so be it – but it should be looked in to. That is the responsible thing to do.

All important buildings and structures have restrictions on photos and videos for that exact reason.
