They are not bishul yisroel. Also there is no mashgiach Temidi which is required al pi Halacha for all white fish without skin. So most people that are makpid do not eat it

Tuna is eaten raw as sushi, therefore it may not require to be cooked by a Jew.

How does the OU allow the tuna to be marked kosher if according to halocho the tuna requires constant rabbinical supervision?

The quality of the fish that is canned cannot be used as sushi. Therefore it does require bishul. The heter the OU uses is that steam is not considered bishul according to some opinions. Regarding mashgiach Temidi the OU holds that all white fish does not require a mashgiach is because of mersis that the company is worried that the mashgiach can come anytime and see them proccesing something that is not kosher

Buy dagim. They actually skin and check their own fish and don’t rely on modern heterim that steaming somehow isn’t bishul.
