The following statement was made by attorney Nathan Lewin in the U.S. District Court in Washington, DC on October 21, 2013 in connection with the Schneerson Archive held in Russia:
The Department of State has informed us that there have been several meetings with Russian officials, including even during the government shutdown, at which a proposal relating to an exchange for Chabad’s sacred books and manuscripts was presented by the United States.
There has, however, been no approval by the Russians or any concrete step to which the Russian representatives have agreed.
Chabad trusts that the Department of State will continue its efforts to resolve this matter.
At this point, however, Chabad is not willing, as it had been for many months, to continue these proceedings repeatedly while awaiting the outcome of further discussions.
Consequently, we are seeking no additional continuance at this time. Chabad is reviewing its options and will take such steps as it deems appropriate.

Am I reading this right? is this Nat Lewin’s way of saying we are not continuing to keep the pressure up?
Exchange means to legally exchange the possession of the seforim from Russia to Lubavitch. In layman’s terms: Russia gives is the seforim and we get them.
