FREE is an organization for russian immigrants, not Shluchim.

(The Winners are the official Shluchim of Brighton and Manhattan beach)

This Menorah has been up for over 10 years. They were just doing some repairs. Also – The neighborhood where Winners are Shluchim is actually called West Brighton, though some do refer to it as Brighton Beach. Locals also refer to it as “Seabreeze” after the street. F.R.E.E. is in Brighton Beach “central”. Hope that clarifies the comments above.

Okonovs are the shluchim in Brighton Beach for approximately 23 years.
Winners are in West Brighton and in Manhattan Beach, NOT Brighton Beach.
