In states that ban texting while driving, if the motor is running, it doesn’t matter if your car is not moving, at a red light or stuck in traffic. I imagine the same applies to reading from a book as reading from a blackberry or a cell phone text. With all due respect to the mystery man, suggesting that someone is doing something to be emulated while reading while behind the wheel might not be the best idea. I think we should assume this man was sitting in a parked car, not on the road stuck in traffic.
